  • Groundbreaking ceremony marks start of new academic building at ISPSC Narvacan Campus

The Ilocos Sur Polytechnic State College Narvacan Campus marked the commencement of a new infrastructure project through a groundbreaking ceremony for a three-story academic building on October 20, 2026.

The building is designed to accommodate the growing needs of the campus community. The ground floor will house a medical clinic, faculty room, cafeteria, PWD-accessible and gender-neutral comfort room, and lactation room. The second and third floors will each feature three classrooms, providing additional spaces for instruction and learning. The facility is designed to promote safety, functionality, and accessibility for students, faculty, and staff.

In his inspirational message, ISPSC President Mario P. Obrero shared his vision for the campus and the University, saying, “From the ground we break today, let a thousand dreams rise tomorrow! May this milestone mark not only the rise of a new academic building, but also the rise of a stronger Narvacan Campus and a greater University of Ilocos Philippines.” The project reflects the University’s continued commitment to developing facilities that address the growing academic and service needs of its community.

The laying of the time capsule and the turning of the soil served as the ceremony’s highlights, symbolizing the beginning of construction and the commitment to providing facilities that will benefit future generations.

The groundbreaking ceremony was witnessed by Dr. Dominador Ayson, Jr., Chief Administrative Officer; Engr. Ricky Molina, Director for Physical Infrastructure Development; Dr. Francisco N. Divina, Director for Institutional Planning; Atty. Jose Q. Cabatu, Campus Director; Mr. Francis Canosa, Alumni President for ISPSC Narvacan Campus and other ISPSC officials, faculty, and staff.

Also present were Hon. Fayinna Pilar S. Zaragoza-Delgado, representing Governor Jeremias “Jerry” Singson; Hon. Edna C. Sanidad, Municipal Mayor of Narvacan; Atty. Jerick Christian P. Dagdagan of the Bureau of Fisheries and Aquatic Resources (BFAR) Regional Office I; Barangay Captain Paul Cabasal along with other local government officials and stakeholders.

Through this project, ISPSC continues to improve its educational facilities, with emphasis on accessible learning spaces and essential campus services. The development supports the institution’s broader commitment to quality education and its pursuit of becoming the University of Ilocos Philippines. (Hannah Galutan)
