  • ISPSC explores academic collaboration with IBES, France

    The Ilocos Sur Polytechnic State College (ISPSC) discussed a potential academic partnership with the Institut Brittany d’Enseignement Supérieur (IBES), France, during a meeting held on January 9, 2026.

    The proposed partnership outlined possible areas of collaboration, including dual degree programs, credit transfer arrangements, faculty and student exchanges, training and development opportunities, microcredential programs, distance learning, and joint research, as well as dissertation and thesis supervision.

    Dr. Rhoda De Castro, Concurrent Deputy Chief Academic Officer of the London Examinations Board, IBES, led the presentation. Present during the meeting were ISPSC President Mario P. Obrero, Dr. Filipinas M. Gasalao, Vice President for Academic Affairs, and Dr. Ranec Azarias, Director for Internationalization, Linkages and Partnerships. Ms. Tricia Gundran, Chief for International Rankings, and Dr. Jocelyn Puzon were also in attendance.
