  • ISPSC produces 97 non-teaching personnel completers of CSC Foundational Course on PACE

The Ilocos Sur Polytechnic State College (ISPSC), through the Office of Human Resource Development Services (HRDS), conducted a two-day orientation training on Professionalism, Accountability, Compliance, and Ethics (PACE) on October 15–16, 2026, at the ISPSC Main Campus.

Initiated by the Committee on Development, the activity formed part of the Civil Service Commission (CSC) Foundational Course and produced 97 completers from two batches of newly hired non-teaching personnel.

ISPSC President Dr. Mario P. Obrero emphasized to the participants the importance of treating the public with compassion, efficiency, and integrity. He emphasized, “Serve others the way you would want your own family to be served—with kindness, promptness, and absolute honesty.” Dr. Obrero further stressed that government service is more than just a job; it is a public trust that demands dedication, integrity, and a genuine commitment to serving others.

The training featured Dr. Marina N. Garcia, Director II of the CSC Ilocos Sur Field Office, as the subject matter expert who discussed the fundamental principles of professionalism, accountability, compliance, and ethics, covering Professional Identity as a Public Servant; the Code of Conduct and Ethical Standards for Public Officials and Employees under Republic Act No. 6713; Leave Management and Administration; and Government Working Hours. She emphasized the importance of upholding these principles to enhance employee performance and strengthen commitment to public service.

Dr. Garcia underscored that the duties and responsibilities of public servants demand continuous improvement and an unwavering commitment to service excellence. She reminded the participants that “Great nations are built through the daily efforts of dedicated public servants.” Drawing from her experiences in government service, she also highlighted the importance of humility as employees advance in their careers and the need to maintain professionalism in the workplace.

In her message, Dr. Filipinas M. Gasalao highlighted the value of collective responsibility in achieving shared institutional goals. “We are all working toward a shared purpose; therefore, responsibility is not individual but collective,” she said. She further highlighted that seeking help is not a sign of a lack of knowledge or competence, but rather a demonstration of one’s willingness to learn, improve, and perform better at work.

Chief Administrative Officer Dr. Dominador Ayson, Jr. explained the rationale behind the PACE orientation training, emphasizing its role in bridging the gap between employees’ transition into government service and their understanding of the values expected of public servants. He underscored that beyond competence and intelligence, government employees must possess a genuine commitment to serving the public, emphasizing that “It is not enough that public servants are smart; it is essential for them to have a heart for public service.”

The two-day activity was attended by 97 newly hired non-teaching personnel from 2024 to 2026 representing the seven ISPSC campuses, together with staff from the Human Resource Management Office. Through interactive discussions and knowledge-sharing sessions, the participants were encouraged to apply the principles of professionalism, accountability, compliance, and ethics in their daily responsibilities and interactions with stakeholders.

Spearheaded by the Office of Human Resource Development Services, headed by Director Evelyn A. Dollente, the conduct of the PACE orientation training reflects ISPSC’s continuing commitment to developing competent, ethical, and service-oriented personnel who uphold the highest standards of public service. By strengthening employees’ understanding of their duties and responsibilities, the College reinforces a culture of integrity, accountability, and professionalism in support of its institutional goals and its pursuit of universityhood.
