  • ISPSC lays groundwork for infrastructure development

    The Ilocos Sur Polytechnic State College (ISPSC) Santiago Campus is set to embark on a new phase of infrastructure development following the groundbreaking ceremony held on September 29, 2026, marking another step in the College’s efforts to expand its facilities and strengthen the academic environment for its students and personnel.

    The ceremony brought together key officials including ISPSC President Mario P. Obrero, Hon. Kristine Singson-Meehan, Congresswoman of the 2nd district of Ilocos Sur, who was represented by SPM Ericson Singson; Hon. Josefino Miranda, Municipal mayor of Santiago, represented by SBM Adrien Lawrence Miranda; and Engr. Neil Farala, Department of Public Works and Highways, 2nd District of Ilocos Sur, Engineering office. 

    The blessing of the site was officiated by Rev. Fr. Danilo S. Martinez, Director of Caritas Nueva Segovia, which was also attended by the faculty and staff, and other stakeholders which highlighted the collaborative efforts supporting the continued development of the Santiago Campus and its academic facilities. 

    Dr. Obrero underscored in his message the significance of the new facility in advancing quality education and strengthening the institution’s capacity to serve its learners. “This building stands as a beacon for transforming lives in the community. Every brick laid is a step toward breaking the cycle of poverty and opening paths to prosperity,”.

    In her message, Hon. Singson-Meehan, ably represented by SPM Singson, underscored the importance of investing in infrastructure that supports quality education, noting that improved facilities provide students with a conducive learning environment and help institutions better respond to their communities' needs.

    Mayor Miranda, meanwhile, conveyed the local government’s support for the project and the continued development of the ISPSC Santiago Campus, emphasizing the importance of adequate facilities in providing quality education. “Quality education requires not only excellent teachers but also adequate facilities. And a community that invests in its children is a community that invests in the future,”.

    DPWH Representative Engr. Fajalla highlighted the project's significance in enhancing students' learning environment. “Today marks an important project. This will provide students with additional and improved spaces for learning. More than just concrete and steel, this represents an investment in education and the future of young people of Ilocos Sur,” he noted.

    This ceremony marks another step in ISPSC’s commitment to strengthening its infrastructure, enhancing academic services, and providing facilities that support meaningful teaching, learning, and institutional development.

    Through initiatives such as this, ISPSC continues to build campuses that foster quality education, innovation, collaboration, and community development, contributing to the achievement of Sustainable Development Goal 4 (Quality Education) and SDG 9 (Industry, Innovation and Infrastructure).
