  • ISPSC, SJI join forces to enhance learners’ communication skills, promote academic resource sharing

As part of its continuing commitment to strengthen its partnerships and extension initiatives, the Ilocos Sur Polytechnic State College (ISPSC) formalized its collaboration with Saint Joseph Institute, Inc. (SJI) through the signing of a Memorandum of Agreement (MoA) at the SJI Audio-Visual Room (AVR) in Candon City, Ilocos Sur, on October 9, 2026.

The partnership aims to enhance learners’ communication skills and related competencies through appropriate laboratory-based learning experiences, promote academic resource sharing, and institutional collaboration, fostering mutually beneficial academic engagement between the two institutions.

ISPSC President Dr. Mario P. Obrero and SJI Directress Sr. Eleonor B. Amante, SPC, led the signing of the agreement. The ceremony was witnessed by Dr. Filipinas M. Gasalao, Vice President for Finance and Administration; Dr. Geremy G. Sanchez, Director for Instruction; and Ms. Glessie A. Llanes, SJI Personnel. Also present were Dr. Ryan Victor G. Abaya, Director for Sports, Culture and Arts Development; Dr. Alejandrino C. Delos Santos, Jr., Director for Presidential Management Staff; and members of the SJI faculty.

Under the agreement, ISPSC shall provide free professional development activities for SJI faculty members on research, outcomes-based education and instruction, innovative teaching strategies, and other mutually identified topics related to research and instruction. In return, ISPSC shall be granted access to SJI’s Speech Laboratory for regular classes, examinations, institutional activities, and other academic requirements.

In his message, Dr. Obrero expressed his sincere appreciation for SJI’s positive response to the partnership, emphasizing the importance of collaboration in providing meaningful learning experiences and strengthening academic competencies. He underscored ISPSC’s commitment to achieving its goal of becoming the University of Ilocos Philippines (UIP), expressing hope that it would become the only university in the second district of Ilocos Sur.

“We are doing everything to attain our goal of becoming the University of Ilocos Philippines, and hopefully, we will succeed in becoming the only university in the second district of Ilocos Sur. We aim to grow over the years, sustain our progress, and expand to more areas of collaboration because ISPSC is not isolated; rather, it belongs to a bigger community,” Dr. Obrero said.

Sr. Amante also assured SJI’s support for ISPSC and SJI partnership towards academic upscaling and improvement.

“I have read the contents of our agreement, and I agree with its provisions. I look forward to more partnerships between our institutions, as we share the same goal of improving the quality of education,” she said.

These initiatives advance ISPSC’s commitment to expanding its community engagement and strengthening linkages with fellow academic institutions in support of its universityhood aspirations. Through strategic partnerships and collaborative efforts, the College continues to fulfill the requirements for its transition into the University of Ilocos Philippines (UIP), reinforcing its role as an institution that grows alongside and contributes to the development of the communities it serves.
