  • ISPSC joins province-wide IP cultural governance evaluation

    Ilocos Sur Polytechnic State College (ISPSC) served as part of the Pammadayew Sintatako 2026 Table Evaluation held on May 19-20 in Vigan City, where representatives from various government agencies assessed and validated 137 bid books submitted by Indigenous Cultural Communities/Indigenous People (ICCs/IPs) barangays across the province. 

    Representing ISPSC were Dr. Cheryl D. Yague and Ms. Alma May Wandas from the Main Campus, and Dr. Engelbert Mangaldan, Director of the Indigenous People Education Research Center (IPEDRC).

    The two-day activity gathered members of the Pammadayew Sintatako Awards Provincial Assessment Team (SAPAT), composed of representatives from the Office of the Provincial IPMR, Provincial Legal Office, Department of the Interior and Local Government (DILG), National Commission on Indigenous Peoples (NCIP), Office of the Provincial Prosecutor, Ilocos Sur Police Provincial Office, and Department of Education (DEPEd) Schools Division Office of Candon.

    During the evaluation, the assessment team reviewed the bid books documenting the Indigenous Dispute Resolution practices observed by the ICCs/IPs. 

    Pammadayew Sintatako is a recognition system that honors and upholds the IP justice system in Ilocos Sur, highlighting the customary practices and conflict resolution mechanisms of ICCs/IPs in the province.

    In June 2025, ISPSC signed a Memorandum of Agreement with DILG to support indigenous justice initiatives, further strengthening the College’s commitment to inclusive, culturally responsive, and community-based development. (JGP)
