  • ISPSC, Municipality of Sta. Catalina forge Partnership through MOA Signing

    The Ilocos Sur Polytechnic State College (ISPSC) and the Municipality of Sta. Catalina formalized a strategic partnership through the signing of a Memorandum of Agreement (MOA) on April 15, 2026, at the Municipal Hall of Sta. Catalina.

    The ceremony marked a significant step in strengthening collaboration between the academe and the local government unit, aimed at advancing research, extension services, and community development initiatives.

    ISPSC President Mario P. Obrero highlighted the institution’s vision of becoming a competitive and responsive university through strengthened external linkages.

    Municipal Mayor Hon. Eugene R. Rapanut expressed the local government’s full support for the partnership, recognizing its potential to bring impactful programs and services to the people of Sta. Catalina. 

    Dr. Jocelyn Absolor, Vice President for Research Development and Extension shared previous partnerships and collaborations to the municipality and looks forward to sustainability and success of the incoming researches and projects.

    The highlight of the event was the signing of the MOA by key officials from ISPSC headed by Dr. Mario Obrero, Dr. Jocelyn Absolor, Vice President for Research Development and Extension; Dr. Milagros Liberato, Director for Research; Ms. Rose Marie Detran, Director for Extension and the Municipality of Sta. Catalina led by Hon. Eugene Rapanut, Municipal Mayor; Hon. Edgar R. Rapanut, Municipal Vice Mayor; Hon. Chris Conrad Navarro, Sangguniang Bayan Member and Ms. Fevi Jean P. Rabanal, Municipal Agriculturist.

    Also in attendance are the providers, Dr. Carlo Ian Manalansan, Dean of the College of Business Management and Entrepreneurship; Dr. Desa Abaya, Director for Technology Production and Commercialization; Mr. Richard Dela Cruz, Director for Tobacco and Agricultural Crops Research Center; and Dr. Jumile Jimenez, Campus Research and Extension Coordinator of ISPSC Candon.

    Through the initiative of the Extension Office led by Ms. Detran, the agreement is expected to pave the way for collaborative initiatives in research, extension, and innovation, particularly in areas that support local development and capacity-building.

    The MOA signing reflects ISPSC’s continued commitment to fostering meaningful partnerships and delivering transformative programs that contribute to local and inclusive growth. (MVB)
