    NEWS ISPSC rolls out Fisheries and Aquamarine Resources Research Center in Narvacan Campus

    The Ilocos Sur Polytechnic State College (ISPSC) formally launched the Fisheries and Aquamarine Resources Research Center (FARRC) on July 3, 2025, at its Narvacan Campus, highlighting the college’s commitment to scientific advancement, coastal resource management, and sustainable development.

    The launching ceremony also featured the unveiling of the FARRC Strategic Roadmap 2025-2035, which outlines the center’s long-term research and development agenda focused on aquaculture innovation, post-harvest technologies, and marine conservation. FARRC Chief Christian C. Molina plays a key role in leading the center’s direction, serving as its primary coordinator in establishing its research framework, institutional linkages, and operational programs.

    The center will operate through three core divisions that will anchor its specialized research and extension initiatives: the Marine Fisheries Research Division, the Aquaculture Research Division, and the Post-Harvest Fisheries Division. 

    In his message, ISPSC President Mario P. Obrero highlighted the college’s strong institutional commitment to research, innovation, and inclusive development. He emphasized that the center will serve as a dynamic hub for science-based programs and initiatives that contribute to national fisheries goals while directly benefiting coastal and upland communities.

    Dr. Jocelyn L. Absolor, Vice President for Research, Development, and Extension, emphasized the importance of establishing a dedicated research facility for aquamarine resources, stating that FARRC is envisioned to lead in producing relevant research outputs, fostering innovation, and cultivating academic and community partnerships. 

    Moreover, Atty. Jose Q. Cabatu, Campus Director of ISPSC Narvacan, in his welcome message, highlighted the importance of aligning academic research with grassroots development and supporting science-led policy initiatives that empower local communities.

    Present during the event was Hon. Edna C. Sanidad, Narvacan Municipal Mayor, who expressed the LGU’s full support for the center. She also affirmed the importance of its partnership with ISPSC in strengthening marine protection and promoting sustainable livelihoods.

    Meanwhile, Atty. Girly Dela Peña, Chief, Regional Fisheries Training and Fisherfolk Coordination Division of the Bureau of Fisheries and Aquatic Resources (BFAR), conveyed the bureau’s strong commitment to continued collaboration. In the same way, Commander Honey Twingan of the Philippine Coast Guard Narvacan Sub-Station highlighted the Coast Guard’s responsibility in ensuring marine safety and contributing to conservation efforts. 

    In addition, Mr. Charlie Dasalla, representing the Aquatic Rehabilitation and Conservation Organization (ARCO), reiterated their dedication to ecosystem restoration and science-based marine advocacy. Barangay Captain Paul Cabasal was also in attendance. 

    To formalize their collaboration, ISPSC signed a Memorandum of Understanding (MoU) with BFAR, the Philippine Coast Guard Narvacan Sub-Station, and ARCO, reinforcing the shared goal of strengthening institutional partnerships for marine research and resource management.

    A ceremonial toast led by Dr. Elsie Cacho, Assistant Campus Director, expressed optimism for the center’s contributions to academic advancement and regional development. Concluding the program, Dr. Milagros Liberato, Director for Research, delivered a message of gratitude to all stakeholders, planners, and partners whose collective efforts brought FARRC to life.
