    NEWS ISPSC inaugurates Rural Health and Cultural-Language Research Centers at Main Campus 

    The Ilocos Sur Polytechnic State College (ISPSC) formally opened two new research centers at its Main Campus today, July 2, as part of its continuing efforts to strengthen rural health research, language advocacy, and cultural promotion in the province.

    Launched during the event were the Center for Rural Health Research, Reform, and Policy, headed by Chief Ana Blesilda C. Atendido, and the Sentro ng Wika at Kultura, under the leadership of Chief Monita Pops Ambrocio.

    ISPSC President Mario P. Obrero said the establishment of the new research centers goes beyond compliance, aiming to generate quality research outputs that can be translated into meaningful community extension programs. “Our ultimate goal is to become a university before the end of the year and research and extension play a crucial role in that process," he stated.

    Dr. Obrero added, “We want our work to contribute to the social development of our communities. ISPSC does not exist in isolation. We are part of a bigger family, the global village.”

    Dr. Sheryl S. Morata, Campus Director of ISPSC Main, welcomed guests with a message of unity and progress.

    “This launch reflects our collective commitment to achieving one of Dr. Obrero’s development goals,” she said. “We are deeply grateful for the support of our partners who share our vision for a healthier and more culturally enriched community.”

    In her message, Dr. Jocelyn L. Absolor, Vice President for Research, Development, and Extension, emphasized that the true challenge lies in making the research centers functional and impactful.

    “The goal is not just to establish centers but to ensure they deliver results that are useful to the communities we serve,” she said. “With the competence of our research chiefs, we are confident in advancing knowledge and development.”

    Speaking on behalf of the newly opened health center, Dr. Atendido shared the long-term vision of the Center for Rural Health Research, Reform, and Policy.

    “We envision the center as a dynamic and collaborative hub for improving rural health by 2030,” she said. “Our foundation is community-based research, responsive policy development, and inclusive partnerships that support the well-being of underserved populations.”

    Meanwhile, Dr. Ambrocio of the Sentro ng Wika at Kultura underscored the significance of promoting local language and heritage.

    “By 2030, we aspire to be recognized as a center of excellence in promoting the Filipino language and indigenous languages,” she said. “Our mission includes preserving and enriching the cultural heritage of the Ilocano people and indigenous communities through meaningful programs in research, education, and community service.”

    She added that these efforts are part of ISPSC’s bigger dream of becoming a globally competitive, humane, and intelligent university.

    The ceremony featured the signing of a Memorandum of Agreement (MoA) between ISPSC and partner institutions, as well as a ribbon-cutting ceremony to officially mark the opening of the research centers.

    Present during the launch were officials and representatives from various institutions, including Dr. Angel D. Trinidad III and Dr. Sarah Jane Tan from the Ilocos Sur Medical Center; Ms. Enriqueta G. Bautista, President of the Integrated Midwives Association of the Philippines - Ilocos Sur Chapter; and Mr. Michael P. Rabino, President, along with Ms. Pacita Fenol, member, of the Philippine Nurses Association - Ilocos Sur Chapter.

    Also in attendance were Atty. Joy Crisologo, Chairperson of the Board of Directors, Philippine Red Cross - Ilocos Sur Chapter; Ms. Victoria Liquete, Member of the Board of Directors; Ms. Veronica Tactay, Chapter Administrator; and Ms. Michelle Foronda, also representing the Philippine Red Cross - Ilocos Sur Chapter.

    Mr. Edgar dela Cruz and Ms. Agnes Atriginio from the City Cultural Affairs and Tourism Office were also present. (JGP)
