Historical Background
The Ilocos Sur Polytechnic State College – College of Commercial and Social Services (ISPSC-CCSS) was formerly the Southern Ilocos Sur School of Fisheries (SISSOF).
In 1977, Presidential Decree No. 733 established a Fishery Demonstration Farm known as Ilocos Sur Marine Demonstration Far, but this never materialized because in the same year by virtue of Presidential Decree No. 1050 converted it into a secondary school to offer the Revised Fishery Secondary Education Curriculum. It was renamed into Southern Ilocos Sur School of Fisheries (SISSOF).
The school is located at the Southern part of Barangay Darapidap occupying about 11.1313 hectares which was donated by the Municipality of Candon headed by then Mayor Eric D. Singson. The school was located three (3) kilometers west of the town of Candon.
Southern Ilocos Sur School of Fisheries (SISSOF) opened in June 1977 with Mr. Primo B. Lagasca, Vocational Education Supervisor II of the Ministry of Education and Culture as the Officer-in-charge with five (5) faculty and seven (7) office personnel. Classes were held on a “borrowed” room of the Darapidap Elementary School. After three (3) months, a new Vocational School Principal I, Mr. Teodorico S. Sunico took over.
The school offered the Secondary Education Curriculum with vocational electives in Fish Capture, Fish Culture and Fish Preservation.
In 1978, the first three (3) room Bagong Lipunan type building was constructed where classes were held.
The next four (4) year of operation during the term of Mr. Teodorico S. Sunico brought about improvement for infrastructure, such as the U-Shaped building with six (6) rooms for classrooms, one (1) water tank and two (2) temporary cottages for personnel.
In July 1982 to 1984, massive improvement took place when Mr. Apolonio P. Labuanan, Assistant Chief of the Secondary Education Division of the Ministry of Education, Regional Office No. 1, San Fernando, La Union was designates as Officer-in-Charge. The boat shed, salt making shed, concrete nursery tank and the two (2) storey administrative building were constructed.
Mr. Andres de Jesus and Mr. Cornelio D. Carta, both Vocational Education Supervisor II of the same agency came to take over the reign from June 7, 1984 to April 7, 1985.
In June 8, 1985 to June 18, 1987, Mr. Teodorico S. Sunico came back until Mr. Esteban R. Rabang assumed office as Vocational School Principal I on June 18, 1991. The fishpond of .625 hectares was acquired and development continued.
After the untimely death of the late Mr. Rabang, Dr. Pasty A. Panizares, Jr. took over as the new Vocational School Principal from June 19, 1991 to May 20, 2000. Construction of different College edifice came, the Welcome Arc, waking shed, College Chapel, the College Building, T.H.E. Building (now the Hostel) and Tourism Building were constructed.
On May 23, 1995, Republic Act 7960 authored by the then Congressman Eric D. Singson was signed into law by the then President of the Republic, Honorable Fidel V. Ramos converting the Ilocos Sur Agricultural College at Sta. Maria, Ilocos Sur into Ilocos Sur Polytechnic College and integrating seven (7) other schools in the Second District of Ilocos Sur, one of which is the Southern Ilocos Sur School of Fisheries.
The Ilocos Sur Polytechnic College – Candon Campus opened its portals to tertiary level with the Bachelor of Science in Hotel and Restaurant Management and Bachelor of Science in Fishery Education during the school year 1995-1996. In the following school year 1996-1997, an additional of two (2) courses, the Bachelor in Secondary Education majors in Science and Technology and Home Economics and Bachelor of Science in Tourism was offered. A gymnasium was also constructed from the congressional fund of Honorable Eric D. Singson was completed.
On February 24, 1998, the Ilocos Sur Polytechnic College was converted to Ilocos Sur Polytechnic State College by virtue of Republic Act 8547 also authored by Congressman Eric D. Singson. Mr. Apolonio P. Labuanan became the OIC President of the College.
On June 1, 2000, a new College Dean, Dr. Corazon Q. Quitevis Santiago campus was designated. Renovations of the Casa del Mar, Casa Corrales and U-Shaped Building was started to take shape.
Two (2) officer in-charge was also designated to head the campus, Dr. Corazon A. Gines, the Vice President for Administration from August 29, 2002 to November 15, 2002 and Dr. Arnuldo U. Racadio, Dean of the Graduate School of the College from November 18, 2002 to September 8, 2003. During their administration, development of programs and infrastructure were continued.
Then, Dr. Pasty A. Panizares, Jr. came back and became the new College Dean. From September 9, 2003 to August 26, 2005, construction did not stop. The campus fence on the eastern portion of the campus, the Supreme Student Council building was constructed. Different facilities were also purchased from the Central administration for the development of the skills of the students in the different courses being offered. The concreting of the road from the gate to the Administration Building was completed.
A new Officer in-charge, Dr. Florida T. Adolfo, the Vice President for Academic Affairs came to continue its development from August 27, 2005 to May 31, 2007. The Computer Secretarial course was upgraded into Bachelor of Science in Information Technology but only offers the first two (2) years.
Dr. Panizares came back to head the campus and development continued. Continuation of the campus fence with the help of the Parents-Teachers and Employees Association on the southern portion, the extension of the walk shed, student nook, student’s park, and the student centers. Repair of the different buildings and other facilities were also made.
With the development-oriented vision of the College Dean and with the support of all the personnel, parents, students and the Central Administration of the College, more development will come in the future to further improve the campus.
