ISPSC Santiago Campus - then and now...
Have you heard the passage, “ the only thing in the world that remains constant is change”. That simply means nothing in this world will remain as it is forever but change.
In the world where everything is fast changing, nothing is finite. Wenever can tell what happens to thenext minute of our lives nor what the future holds for us. Just for instance is the rapid evolution of our Beloved Alma Mater, the ISPSC. Let us take a look of our institution.
Yesterday, Ilocos Sur Polytechnic State College, College of Engineering and Technology was known as Ilocos sur Experimental Station and Pilot School of cottage Industries established by virtue of Republic Act 4430,authored by the late Congressman Pablo C.Sanidad of the 2nd Distirct of Ilocos Sur.
Classes started in August 1974 at the old FACOMA Building with only few teachers handling the first year entrants. The first principal was Mrs. Macaria F. De La Cruz, a native of Ilocos Norte. She was instrumental in the transfer of the school at its new site adjacent to the central School. Old pre-fab buildings owned by elementary school were utilized to house classes. A two-storey 12 room school duilding was constructed in the 1980’s after the school acquired an aggregate of 3 hectares for its use to house the growing population.
The school offered the complete secondary home industries curriculum with strong emphasis on skills training in the practical art courses. The untimely demise of the principal in 1984 brought a change of leadership in the school with the assignment of Miss Marcelina P.Alnajes, GES II of DECS, RO I, San Fernando, La Union, as Officer-in-Charge on September 15, 1984. She was finally appointed as Vocational School Principal I. It is during this time that the school expanded its course offerings by starting to offer the Post Secondary Education Program by virtue of DECS order No.56,59 & 63, issued by the defunct Bureau of Technical and Vocational Eduacation, Department of Education, Culture and Sports, central Office, Manila.
On July 1, 1989, Mr. Pedro A. Filarca was appointed Vocational School Principal II (the position was simltaneously reclassified.) Due to increased population and responsibilities, more structures were built like the school gymnasium and expansions and the laboratory and display center located at a seperated donated lot.
When Mr. Filarca retired on May 31, 1995, Miss Erlinda M. Umipig, Head Teacher II, was desiganted Officer-in-Charge on June 1, 1995.it was during her stint when the school was integrated into the Ilocos Sur Polytechnic College, Santiago Campus and authorized to offer Bachelor of Science in Industrial Education (BSIE) and Bachelor of Science in Industrial Technology (BSIT) by the Commission on Higher Education, Regional Office I, San Fernando, La Union. The POst Secondary Course offerings were continually offered by then.
To house the college enrolment, Cong. Eric D. Singson, the author of RA 7960, donated three (3) room building located beside the school gymnasium. The way to the gym was likewise improved by funds coming from yearly fund raising activity by the Faculty and Employees Club. A bridge with a roofing now enables one to reach the college building ang the gynmasium without being exposed to the heat of the sun or get wet during rainy season.
A new administrator took over the new leadership of the college on November 8, 1996 with the transfer of D. Rafael B. Querubin from ISPSC, Cervantes Campus. With his coming , a change of outlook as a new college became evident as initiative were directed towards strengthening its status as a tertiary intitution.
On March 28, 1998, the institution attained its status as a chartered college by the virtue of RA 8547, also authorized by Cong. Eric D. Singson, and became the Ilocos Sur Polytechnic State College, College of Engineering and technology. However, even becoming a state institution, funds became so scarce that no new structures was built up to this time. Only few physical improvement were put up with funds coming from the collection of organizations fees like the student center being put up by the SBO, FFP-FAHP & FFPCC and the school Grotto courtesy of the SSC.
Meanwhile, as a general policy, the college has tremendously decreased its secondary enrolment to a little over 100 students as the laboratory high school of our teacher education program.
With the instinct of Miss Erlinda M. Umipig as the designated Campus Dean in November 11, 2005, the ISPSC Santiago Campus moves forward to attain its goals and objectives and contribute to the development and progress of its service area, especially in its commitement to provide quality education for the youth it is hoped that authorities concerned should look into the improvement of its physical facilities and school buildings by providing the necessary funds.
Upon retirement of Miss Erlinda M. Umipig on August 21, 2009, Asst. Prof. Aurora F. Ayson took over the position as the new officer-in-charge of the college. The new administration faces with new challenges as she looks forward on the construction of additional facilities and accreditations of the programs offered by the college.
