THE BOARD OF TRUSTEES

(Chapter 1 of the College Code) 

 

Section I. POWERS AND DUTIES. In accordance with its charter, R.A. 8547.

 

ARTICLE  7. The governance of the ISPSC is vested in a Board of Trustees, which shall exercise policy-making functions in accordance with the general policies, plans, and programs on education as may be formulated by the Commission on Higher Education (CHED) and the general policies, plans and programs on national & regional development as may be issued by the Director General of the National Economic and Development Authority.

 

 


 

OFFICERS OF THE ADMINISTRATION

(Chapter 3 of the College Code) 

 

ARTICLE 26. The officers of the Administration of the college shall be the President, the Vice Presidents, the Board/College Secretary, Chief of the Presidential Management Staff, Deans and Directors of the Academic and Administrative Units.

 

Section 1. THE COLLEGE PRESIDENT

 

            ARTICLE 27. Leadership in the College is vested in the President who is  the Chief Executive Officer. He shall be appointed by the Board of Trustees upon recommendation of a duly constituted search committee. He shall have a term of four (4) years and shall be eligible for reappointment for another term. Provided, that this provision shall not adversely affect the term of the incumbent.

 

 

 

Section 2. THE VICE PRESIDENTS

 

            ARTICLE 34. The Vice President for Academic Affairs shall be appointed by the Board of Trustees on recommendation of the President. He shall be directly responsible to the President for carrying out the educational policies and programs of the College and in the supervision of instruction and other academic activities of the college. He shall be the ex-officio chairman of the Curriculum Committee of the College and shall preside over the meetings of the Academic Council in the absence of the President.

            ARTICLE 35. The Vice President for Administration shall be appointed by the Board of Trustees on recommendation of the President. He shall be directly responsible to the President for the operations, planning and finance matters, and shall preside at meetings of the Administrative Council in the absence of the President.

 

Section 3. THE COLLEGE SECRETARY

 

ARTICLE 36. The College Secretary shall be appointed by the Board upon recommendation of the president. He shall take charge of the records and communications in the College and provide services to the Board of Trustees.

 

 

Section 4. THE PRESIDENTIAL MANAGEMENT STAFF

 

            ARTICLE  37. The Presidential Management Staff is headed by a Chief who shall function as directed by the College President and shall take supervision over the heads of the Public and Cultural Affairs; External Linkages and Special Projects; Planning and Development; Information and Media Affairs; Legal Affairs; Human Resource Management; and Financial Management.

ARTICLE 60. The Deans are tasked specifically to perform the following duties and responsibilities: plan, implement, monitor, coordinate and evaluate academic programs and administrative management of the college; prepare, develop, and integrate long range, short term and immediate plans and measures designed for the improvement of the college in order to serve better the students, faculty and staff and community; direct and supervise the preparation of curricula/course methods and strategies of teaching, admission policies; review, consolidate and endorses the academic load and work functions of faculty members and support staff; preparation of class schedules and the assignment of section advisers; recommend to the President the hiring and termination of all appointments of the college personnel, the designations of faculty members and desirable changes in the organizational structure after consultation with appropriate groups; grant or deny application for leave of absences with or without pay and/or extend such leaves; settle local problems, clear issues and make responsible decisions and submit reports to concerned authorities; review and consolidate the teaching effectiveness and performance of faculty/staff every semester; determine and hold responsible for the utilization of fiduciary funds and other trust money of the college; exercise initiative in generating funds; recommend study and research grants and fellowship for students, teachers and personnel; initiate and develop linkages with other institutions, government and non-government agencies, and perform other related functions as the President  may direct.
