2nd State of the College Address

PRESIDENT’S DAY     January 15, 2010

 

 

 

 

Greetings!

             When I took the reign of this aspiring College two years ago, I was moved by one single goal or purpose in mind, that of making sure that we will move onward….marching towards greater heights – that we will be much more responsive and more effective to finally jumpstart the ILOCOS SUR POLYTECHNIC STATE COLLEGE towards the pursuit of quality and excellence by exploring some ventures and opportunities to scale up future development in accordance to its mandate.

            My fellow ISPSCians, it was a tough and heavy challenge though, but through hard work, dedication and right focus, we were able to put things in proper order and perspective. By strongly imploring the aid of the Divine Providence, we made it!

            As your humble President, I offered the CHARMED as our liahona – a compass that could lead us to a better if not the best destiny, through this seven point development agenda we were then provided with the right direction, thus making us more focused, more self-directed.

            I will not mince words, for as we come to the close of my second year of the Presidency and start the 3rd year, we have more laid the foundation of our dear ISPSC that many of us are dreaming of. We have done a lot more in working to concretize the vision that we shared at the very start. Each one of you was able to do his right share and contributed immensely in the attainment of our goals and objectives set forth.

            My beloved ISPSCians, I come before you today to report to you officially of what we were able to accomplish in 2009 with great pride and honor and to extend to each one of you my unending gratitude for the benevolent support you extended to make things happen in this College, to mention- the Honorable Members of the Board of Trustees, for continuously supporting the programs, projects and activities by approving various requests of the President, the Administrators, Deans, Directors, rank and file, the Federated Supreme Student Council officers and the whole studentry. Notwithstanding the support extended by the local government units of the different municipalities where ISPSC campuses are located, the Provincial, Regional & National Officials, without such support we may have not achieved much.

            Let me therefore present to you our modest accomplishments for the past year which I hope will eventually encourage each one of us to work harder & better,  inspired by the thought of doing the right thing for the good and glory of our beloved ISPSC.

            If you can recall, I presented to you priority programs, projects & activities to be undertaken apart from the usual programs, projects and activities outlined in my development agenda. I regarded research, extension & the graduate programs as priority concerns that have to be looked into seriously and without let- up, we were able to accomplish the following:

 My dear ISPSCians, we have much to be proud of as we start 2010, through the National Agriculture and Fisheries Education Systems (NAFES) we were evaluated and later on identified as PROVINCIAL INSTITUTE OF AGRICULTURE based in Sta. Maria and as PROVINCIAL INSTITUTE OF FISHERIES at our Narvacan Campus. To be selected as such carries with it, a great responsibility of making sure that both agriculture and fisheries program be given the necessary impetus in our College to help the children of poor farmers in our service area, besides helping the farmers themselves become more productive and sustainable in their farming activity.

            The year 2010 likewise, my beloved ISPSCians, will be a transition year for we will be implementing the Five-Year Development Plan duly approved by the Honorable Members of the Board of Trustees through BOT Resolution No. 411, series of 2009. Drastic changes will occur to be capped by a massive organizational re-structuring in order to keep it attuned to the approved plan and the needs of the changing time. In this regard, I salute the men and women behind the formulation & development of the plan for if without them, the same may not have been successfully concluded. As per recommendation of the BOT, my seven (7) point development agenda became the center piece of our five- year plan. In due time, we will lay down the ground work for the ultimate implementation starting of course, with the designation of new College Officials that will assist the Office of the President in such a gargantuan task. An ad hoc committee composed of selected members  will be created to work in this regard. I therefore urge each one of you, my beloved constituents to help me. Mine is to provide the necessary leadership, the inspiration. Main bulk of the work towards change belongs to you my fellow ISPSCians.

            We have moved forward and marched toward greater heights for the last two (2) years. We have cleared the way for the pursuance of the concrete programs and instituting my seven (7) point development agenda and had created a mechanism to stir the wheels of development and uphold the culture of sustainable development by way of coming up with our Five (5) Year Development Plan. These will eventually lift our beloved ISPSC into a real progressive giant institution of higher learning in this part of the Ilocos Region.

            If we are to gain real and lasting progress, we should therefore be ready to cooperate and sacrifice once more our unwanted selfishness for the betterment of every one of us if only for our dear beloved ISPSC. As your big brother, can I count on you?

            This is what prices progress, the will to sacrifice putting the interests of our fellowmen ahead of our own interest, thus fulfilling one of God’s commandments that of giving our unwavering love and service to others.

            My beloved ISPSCians, I reiterate my call upon each one of you to give your all out support in attaining more progress for our college. This time, we will all have to work harmoniously, not individually, but in all unity of purpose and direction.

            We will follow a roadmap, as exemplified by the newly instituted Five- Year Development Plan, a plan that will point to our desired directions, together with the provision of the necessary navigational skills and logistics that will enable us to reach our port of destination.

            My friends, ladies and gentlemen, the call of the hour is here before us. Let our dreams for our beloved ISPSC be realized. All together we can make it!!
